Background Information

Purpose

This notice is used to notify stakeholders that a contracting authority has entered into a contract with a supplier, or suppliers, following a competitive tendering procedure. A contract details notice serves to tell interested parties that the contract has been entered into and to provide details about that contract.

Requirements

At least 3 KPIs need to be published annually to measure performance, this is typically done using the UK9 Contract Performance Notice, but the first publication of the KPIs will be as part of UK7. For contracts over £5 million, the contract itself must be published with the UK7 as well.

The contract may be redacted in accordance with the exemptions set out in section 94 (General exemptions from duties to publish or disclose information). The guidance on the central digital platform provides further information.

For most contracts above the threshold, publishing the notice is required within 30 days of the contract being signed. For a light touch contract, 120 days after the contract is signed. For contracts below the threshold, this timescale is "as soon as reasonably practical".

Point in lifecycle

The contract details notice is published on the central digital platform after the contract has been entered into. It replaces the contract award notice published on the Find a Tender Service. And so generally, the contract details notice will be preceded by the Contract Award notice.

The next notice in the sequence could then be any of the following:

  • Contract Change Notice, if the contract is changed
  • Contract Performance Notice, to measure performance against KPIs (At least annually); or
  • Contract Termination Notice, if the contract ends, for whatever reason

Process in Source-to-Contract

Within Source-to-Contract, the process for generating and publishing a UK7 notice involves:

  1. Creating a contract from FTS
  2. Executing the contract record

At this stage, the notice is generated within the system.

  1. In the KPIs tab, enter the KPI information
  2. Confirm a conflict of interests assessment has been prepared or revised
  3. In the Notices tab, select Publish Notice
  4. Attach any documents that are required before publishing
