Navigating Procurement Act Features Within Source-to-Contract

Action Center/Home Page 

The Home page is accessed via the navigation panel on the left side of the screen. 

To-do list 

The Contract tab in the To-Do list on your Home page now includes a Notices and Notice Attachments section making it easier to track outstanding actions related to publishing notices to individual users.

The separate 'Notice Attachments' section exists because some notices require attachments, which can be submitted after the notice itself.

Creating Contracts 

When selecting the Create Contract button from the Home page, if you have Procurement Act features enabled in your site, the default creation option will be Create from OCID, as opposed to the standard creation wizards that are unrelated to the Procurement Act.

For Contract creation using this panel, the first page will utilise your OCID to pull through information from the CDP, and the second page will be information we require you to input to facilitate the functionality of the Source-to-Contract system, such as the Primary Team.

Contracts Page

The Contracts module is accessed via the navigation panel on the left side of the screen. 

Creating Contracts

When selecting the Create Contract button from within the Contracts module, you will see that if you have Procurement Act features enabled in your site, the default creation option will be Contract from OCID, as opposed to the standard creation wizards that are unrelated to the Procurement Act.

This will bring up the same Contract creation wizard as we have seen in the Home Page > Creating Contracts section of this article.

Procurement Act Dashboard

The Procurement Act Dashboard is accessed via the navigation panel on the left side of the screen.

(depending on screen resolution / side bar buttons the button will either show as the full word or with a shortened PA23 text)

Once in the Procurement Act dashboard, there are two views:

My Notices and All Notices

These views only list the notices in the system that are required to be published by the act.

The My Notices icon will display a count and a list all the notices for which the user is responsible.

The All Notices icon will display a count and a list of all the notices from every record the user has permission to view.

Each entry within the view's table has links to the Notice and to the contract record, as well as reporting on the status of the notice.

Inside a record 

Within a Contract record, there is now dedicated tabs to the Procurement Act to help you stay compliant:

These are only visible on the relevant contracts and will not impact contracts procured under different regulations.

Details 

The Details tab is separated into different areas to give an overview of the contract and the procurement that preceded it.

KPIs 

The KPIs tab enables the user to enter the KPIs related to the contract, or select that no KPIs have been provided.

Notices 

The Notices tab will list all notices that have been generated for this contract and show their status.

Configuration

The Configuration module is accessed via the navigation panel on the left side of the screen. 

Categories 

Within the Categories tab of the Core Data section in the Configuration module, you can now assign Procurement Act categories (I.e. Works, Goods and/or Services) to the categories configured for contracts in your system.

This is utilised in identifying the notice/attachment requirements for contracts set up using this category in the system.

Site Settings 

Within the Site Settings section in the Configuration module, you can enter details about your organisation to aid in setting the correct notice/attachment requirements for your contracts in the system.

This includes details such as the scheme your organisation is a part of, your unique ID within that registry/scheme as well as capturing the type of contracting authority you are and if you are affected by devolved regulations by where your organisation is based.
